Author

Believe the author of this may have been a Frearson, or Frearson Brothers of Norseman, Dundas, Western Australia who had the first newspaper there. Also had newspaper in King Street, Adelaide where other family operated doing maps. Some brothers moved to Norseman 1890's and settled there some 18 years. Septimus Frearson was a Councillor of the Shire of Dundas at the time of proposed recession with newspaper articles related to visit by Premier John Forrest.

Permission
(Reusing this image)

This image was been taken from eBay which, generally, would mean that free use conditions do not apply. However, there is a version of exactly the same image (in lower resolution) on the British Army's Intelligence Corps' web site (http://www.army.mod.uk/intelligencecorps/index.htm). The web site provides a link to the Army's Crown Copyright page (http://www.army.mod.uk/copyright.htm) which states that "The material featured on this site is subject to Crown Copyright unless otherwise stated." No where on the Intelligence Corps' web site does it state that anything other than Crown Copyright applies to this image. Therefore this image is covered by Crown Copyright as one would expect for a British military portrait. As this image is over 50 years old it is now in the public domain.
