I don't quite follow your logic here. Generally, candidates are given seven days, then moved into the Nominations older than 7 days - decision time! section and then closed. When closing, nominations are added to the archive, removed from FPC, and given the proper tags, etc. I have never closed a FPC, so I'm probably not the best person to talk to, but you might want to have a look around and follow suit.
