[edit] Proxy block problems

There is a new option for problems with the proxy block. You can request an IP block exemption. This is a new option in Wikipedia, which can allow some trusted users to avoid IP blocks (it is a standard option for admins, and is currently running on a trial basis for regular users who are running into issues such as yours). Read WP:IPEXEMPT for more info, and email unblock-en-l@lists.wikimedia.org . Someone who monitors that mailing list can respond to you and perhaps help you get unblocked.
