Boris Galerkin is Russian mathematician.

He dies in USSR in 1945 and never leave USSR, so his photo made and published in USSR before 1973.

Author is unknown, photo taken from McTutor (http://www-groups.dcs.st-and.ac.uk/~history/Mathematicians/Galerkin.html), where they say that they "do not own the copyright to the images used on this website".
