- ((Bob Burton, famous bounty hunter,author of "Bounty Hunter", "Bail Enforcer" and the video , American Bounty Hunter" . Bob Burton founded the first bail enforcement association, National Association of Bail Enforcement Agents (NABEA), in 1988. He also founded the first training entity , the National Institute of Bail Enforcement (NIBE) in 1991. Mr Burton sold the NABEA in 1997 and later formed the National Enforcement Agency (NEA) in 2000. These units brought the better bounty hunters together for easier networking. It also facilitated easier identification by the police through-out the the United States and allowed a police officer to call the National Headquarters for easier ID of the agent.
