NCIS captures an Israeli weapon smuggler, who sold faulty weapons to Zaire and, as a favor to Mossad, who want information from Zaire, they are on the way to bring him to Zaire but on the plane he reveals that ARES, a top-secret Navy weapon system, is on sale on the black market. In the light of this new informations, Gibbs and his team return back to D.C. where they tail a man who developed the system and is now selling it to the highest bidder.
During the investigations the team discovers that a man who has been watched by Tony during a special mission assigned to him by the director is amongst the bidders. Ziva and McGee are told not to bring the weapon's specialist in but rather to tail him. Unfortunately he discovers that he is under surveillance and tries to run, but dies of heart failure in the chase. To catch the weapon dealer interested in ARES, Ducky has to go undercover to Canada as the now dead specialist.

- At the start of the episode Gibbs is doing a crossword and reads out a clue looking for the name of a TV drama. Gibbs grins when DiNozzo suggests St Elsewhere, a 1980s hospital drama which Mark Harmon appeared in.
- The Republic of Zaire had actually changed its name to the Democratic Republic of the Congo in 1997.
