Black Country Spine Road and Black Country New Road refer to the same stretch of A41 and A4444. "Spine Road" was the project name for the route, whilst "New Road" was the name given to the largest section of the route.

The two articles should therefore be merged, though I have no preference regarding the name of the merged article.
