The image has been displayed on the http://www.bwpics.co.uk/railstroll/rail18.html website for several years, after a resident sent in to the site for publication. The picture owner/photographer's details are not available and it (the copyright) would appear to be in the public domain due to it's uncontested use in the same (internet) medium for many years.

I can't remember where I found the picture. i suspect someone sent it to me when I was putting the cycleway site together at the height of the CDTS hoo-hah.
I suspect it's old enough to not be a copyright issue so carry on. If anyone objects (and why would they for such a worthy cause?) I suppose you'll just have to remove it...
Have you written the entire Blacon entry? I'll check it out tomorrow and give it a link from the relevant bit of the site.
