Blanca Alcalá Ruiz is a Mexican politician and the current mayor-elect (municipal president) of Puebla, the capital city of the State of Puebla in Mexico.

Alcalá is a member of the Institutional Revolutionary Party (PRI) who has occupied several positions in her party including president of the PRI of the City of Puebla. In 2007 she successfully ran for municipal president (mayor) of Puebla as the PRI-PVEM coalition candidate. She will be the first female municipal president of Puebla.
