[edit] Synopsis
Mayhem steals an electic-power-absorbing machine and proceeds to rob Japan of it's power. MASK redesigns the vehicles to electricity just like the stolen machine. Using T-Bob as an electricity conductor, MASK shoots the machines circuits and it is destroyed.
Matt Tracker takes Scott and T-Bob for a ride on Japan's new Bullet Train, Scott impressed that his father has invested money in such a cool invention. Meanwhile a mysterious new VENOM vehicle attacks a Japanese power plant, drawing electrical power from the plant, and causing the train to overload, before coming to a dead stop. Matt decides to investigate, talking to the train driver, who explains the entire city appears to have lost it's power, wondering if the new train is at fault. Matt doesn't believe the train is to blame and claims he will prove it.
Meanwhile Miles Mayhem introduces the rest of VENOM to his newest vehicle - the Blackout - a vehicle that can suck the electricity out of any machine, but it still needs one more collection of power.
Matt flies the Thunderhawk around and discovers that a nearby Power Plant has been sabotaged by VENOM, guessing they are behind the trouble on the train.
Mayhem takes the Blackout out once again, attacking another Power Plant by Tokyo airport, draining all the electrical power from the airport. Tracker flies Thunderhawk towards the airport and finds the Power Plant under attack, heading in to investigate and taking Thunderhawk up against Switchblade and Blackout. Thunderhawk attacks Blackout, but Blackout is able to absorb all of the laser attacks, able to take out Thunderhawk. Matt attempts to take out Blackout with his Spectrum mask, but Blackout is able to knock Tracker out as well, before VENOM leave victorious. T-Bob also collapses from the electrical drain and Scott is forced to quickly repair him before pulling Matt from the damaged Thunderhawk as a nearby oil tanker - damaged in the battle - explodes.
When Matt comes to he is able to repair Thunderhawk and contacts the MASK computer for additional personnel. The computer selects Alex Sector and Bruce Sato in Rhino as well as Gloria Baker in Shark. MASK assemble and visit a scientist who was tricked into designing Blackout for Venom, using his knowledge to help plan a way to take out the Blackout. Tracker explains that using Thunderhawk, Rhino and Shark as well as T-Bob they can form a massive electrical conductor that will take out Blackout.
Miles Mayhem leads VENOM into Tokyo attacking another Power Plant and MASK quickly head out to stop them, preparing their 'operation Horseshoe', forming a massive horseshoe around Blackout, while using their masks to attack the other VENOM vehicles. Mayhem uses Blackout to attack the MASK vehicles, shocked that it's attacks no longer have any effect on them, instead absorbing Blackout's power. T-Bob joins the Horseshoe and acts as a conductor for the other vehicles, shooting a burst of electricity at the Blackout and overloading it, causing it to explode. Mayhem quickly escapes in Switchblade as the rest of VENOM also flee, leaving MASK to celebrate another victory, congratulating T-Bob for his role.

T-Bob and Scott Tracker take a Sunday ride and spot two kids riding together on the same bike. Scott tells the two of them that they should never ride two on a bike as it's dangerous and the kids listen, realising their mistake.
