William 'Billy' Payne (December 25, 1881 - July 22, 1967) was an Australian rules footballer who played for Carlton in the VFL during the early 1900s.

Footscray recruited Billy Payne was a half-back flanker and played in a losing grand final in his debut season. He was one of Carlton's stars in their 1906 premiership, being awarded Best on Ground honours. Also used at centre half-back and full back, Payne was a premiership player again in 1907 and 1908 to complete a hat-trick of flags.
