Billy Parker (born 1981-05-17 in Mechanicsville, Virginia) is an Arena Football League Defensive Specialist for the New York Dragons. He played college football at William & Mary.

Parker attended Atlee High School in Mechanicsville, Virginia and was a letterman in football, basketball, and track. In football, he was an All-Metro selection.

Parker helped to coach the Hanover Hawks football team during the 2004 season.
