William "Billy" Foster Abbott is a fictional character in the American soap opera The Young and the Restless. He was most recently played by Scott Seymour, who played the role from August to November, 2006. There was much speculation that Seymour's dismissal was due to a negative fan reaction. Previous actors in the role were Scotty Leavenworth (1996-1998), David Tom (1999-2002) and Ryan Brown (2002-2003). Tom won an Emmy Award for the role in 2000.

Billy is the son of Jill Foster Abbott (Jess Walton) and the late John Abbott (Jerry Douglas).
A teenaged Billy Abbott returned to Genoa City from boarding school and soon became romantically involved with Mackenzie Browning (then played by Ashley Bashioum, later Kelly Kruger and Rachel Kimsey). Over the next few years, Billy and Mac's romance was rocky, but they always managed to sort through their differences. In 2003, Billy and Mac married, but as they were about to consummate their relationship, they were devastated by news that they were in fact cousins, following the revelation that Mac's grandmother, Katherine Chancellor (Jeanne Cooper), and Jill were mother and daughter. The two left Genoa City and went their separate ways. During their time together, they were close being one of soap's teenage supercouples.
Mac returned to Genoa City in 2004, but departed in 2006 after failed relationships with Kevin Fisher (Greg Rikaart) and J.T. Hellstrom (Thad Luckinbill).
Billy returned to Genoa City in August 2006 for John's funeral. He eventually engaged in internet gambling and handled money irresponsibly, causing him to be relocated to Hong Kong. He was later joined by Ashley Abbott (Eileen Davidson) and her daughter Abby Carlton (Darcy Rose Byrnes). (However, Ashley apparently left, because the character has crossed over to The Bold and the Beautiful, which is set in Los Angeles.)
