Bill Taylor (politician)

Sir Bill Taylor is the former leader & deputy leader of Blackburn with Darwen Council and election agent for Blackburn MP Justice Minister and former Leader of the Commons, Foreign Secretary & Home Secretary Jack Straw. He was Mayor of the Borough of Blackburn from 1989-90 and was Knighted in 2003 for services to Lancashire.

He chaired various committees:- Recreation, Community & Leisure, Ethnic Minorities Consultative, Urban Regeneration, Management & Finance, Education & Policy & Resources.

He was very active in many sub regional, regional & national bodies.

In August 2006, Taylor became a non-executive director and advisory consultant at social research, consultation and public involvement company Vision Twentyone.[1]

Also in 2006, Taylor became a non exec director of Community Business Partnerships whose aim is to advocate for the private sector & to bring the private & public sectors closer together for mutual advantage.http://www.cbpartners.org/

Since retiring Taylor has established a consultancy Complete Achievement now trading as Improve Your Council. He has worked with the Local Government Association & the Improvement & Development Agency.

He has trained, supported & spoken on these issues across the UK, Europe & Australia.

Most recently in 2007, Taylor has been engaged by the Local Government Association (LGA), the Improvement & Development Agency (I&DeA) some LSPs (Local Strategic Partnerships) & District & County Councils to help them develop & prioritise their work to best fit both bottom-up & top-down priorities.

This has taken Taylor back on to the national scene in London & across the NW & NE of England. Future assignments in 2008 will see him operating in the SW too. He has also been engaged by the Prince's Trust to guide them to work better alongside local councils.

As well as the LGA & the I&DeA Taylor is also now "on the books" of Solace Enterprises, & the National Youth Agency (NYA) as an Associate Consultant ready to work with others for leadership & success in change & improvement. He also works "free-standing" with a range of different agencies.

He has also been engaged as an Associate Lecturer at the University of Cumbria, formerly the University College of St Martins.

Taylor gained a BA (Hons) in Politics, Education and Trade Union Studies at Lancaster University in 1973, and in 1976 achieved an Advanced Certificate in Education at Manchester Polytechnic. He returned to Lancaster University to gain an MA in Education in 1985.

His professional life was all within youth & community work. He has been a detached worker, centre based, area focussed & a school based youth tutor. Latterly he was a youth & community work trainer & manager in multi ehtnic Blackburn for 22 years & neighbouring more rural Ribble Valley for 11. He retired early in 2006.
