Redundancy. Also, really long winded speeches or writings that don't really say much. These tend to have little impact more than could have been said in one sentence, or perhaps a few sentences, or at least less than however long the particular issue at hand took. If the speech or writing would have been more concise, it would have taken up less time listening to or reading. This could have allowed for more substance and less filler. Alternatively, it would have at least saved the listener or reader time.
