Hi, I have partially undone changes you made to {{Communications by region}} and {{Telecommunications by region}}. Some of the changes you are making are very good, however reordering the sub-templates to place Europe first may make some people unhappy. We try to avoid long useless discussions about prominence (of first world countries) by using alphabetical ordering everywhere. Hi again - I've replied to the point you raised at WP:SFD. Briefly, yes, there are subtypes of stub categories, but they're usually divided up in standard ways (e.g., German geography, German people, German buildings, etc).
