There is no need for this page. The person it is about has nothing notable about them, they are not well known and have not acheived anything remarkable. Many people have jobs and have been to university but do not warrant a biography. If anyone were actually interested in this person they could contact the police or go on their website. DELETE

It might be worth looking at the recent AFD on Hogan-Howe predecessor (Wikipedia:Articles for deletion/Norman Bettison). There it was noted that British Chief Constables are generally considered notable. Additionally, he is referenced by the following credible news media:
