Is this phrase even true:

I purchased tickets several times few years ago -- it was same price if I bought as anyone from the web, or personally as citizen.
- XXXXX, I personally had such a discount three times. Twice in Frankfurt-am-Main in 2002-2003, and once in Prague in 2000 or 2001. First I asked the price, and then when they saw my Belarusan passport they said, "oh, for Belarusan citizens it's even lower," and gave me a cheaper ticket, about 30 or 40 euro cheaper. --rydel 12:07, 19 Jan 2005 (UTC)

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
