not clear that this is PD. click "population characteristics" at http://lcweb2.loc.gov/frd/cs/bytoc.html, and the photographer is credited as Anatol Klashchuk, who is elsewhere described as a "Belarusian photographer"[2]. while he may have given permission for his work to appear in this US govt work, it is unclear whether he released the photo into the public domain.
