[edit] DDR characters
From the first glance, I do not see the topic is notable enough to be included in an encyclopedia. Normally game characters that is inclued includes characters that contributes to gameplay (i.e. plot). However in this case, it does not, apparaently. (And it does not even appear in all mixes). Even said, if there is something notable regarding to the DDR/cosplaty fan following, the article can be salvaged. I am planning to write an article on DDR phenomenon and the DDR cosplay follwing can go there.
