Other information I believe this image qualifies for Fair Use in Beatrix of the Netherlands and Claus von Amsberg because it is used to illustrate historically significant persons. The image source is a publicity photo from the official Dutch Government Information Service website, which specifically states that the images may be used for non-commercial educational purposes.
