Bay Windows newspaper; fair use, as specified below, because it's a low-res picture of the cover being used in the article to illustrate the publication. It should only be put in the Bay Windows (newspaper) article.

It is being used informationally; a picture of the newspaper itself, though copyrighted, is the only logical illustration for the article. Image taken from what appears to be a scan or photograph of the cover at the National Gay Newspaper Guild website.
