He is named for Banpei, because he identifies with the doomed romance the poor robot had with Belldandy

And yes. He really is in his 20th year of schooling. Not counting kindergarten. Yet, with all that education, he still can't figure out how to make his user page spiffy like everyone else's.

Nowadays....all he does is revert vandalism.
