Since when is there a "debate" about whether or not Balmain East is a suburb? Determination of suburbs in NSW is the sole responsibility of the Geographic Names Board of NSW (see Geographic Names Act 1966 [1]). According to GNB, Balmain East is a separate suburb (as per ref in article).
The fact that Leichhardt council does not include it on all of their documents is not surprising. It takes ages for such low priority changes to filter through. The same thing happens when streets are added or removed: It takes time for the council maps to be updated. The fact that maps are out of date in the case of street addition/removal does not mean that the streets are not "official".
It may be worth pointing out that some (or even many? I don't know - I'm not a local) residents of the Balmain peninsular oppose its status as a separate suburb, but suggesting there is some kind of controversy here is giving far too much credence to their point-of-view. Unless someone can find a reference suggesting that designation of suburbs is the responsibility of anyone but the GNB (be it council or the electoral board), there is no controversy here.
