Balakan (Azerbaijani: Balakən) is a rayon of northwestern Azerbaijan. There is an Azerbaijan-Georgia border crossing at Postbina in the rayon that is open to both local residents and foreigners.

Azeris 72.7%, Avars 21.4%, Georgians 2.9%, Garachi 2.6%, Russians and Ukrainians 0.4%.[citations needed]
