This course is the same as BS Computer Science, they just call it BSSE in other universities

Not necessarily true. Take, for example, countries where "Engineering" has legal meaning (e.g., Canada). A Software Engineering curriculum in those countries must meet a certain set of standards. Students who hold an SE degree can then pursue a career in engineering and become certified to create software that only professional engineers can create; usually this is software whose failure may impact the public health.
