Bulaki Das Kalla is an Indian educationist and social and political activist. He was born on October 4th 1949 to Shri Giridhari Lal Kalla and his wife in Bikaner, Rajasthan. Kalla began his career as a lecturer in Bikaner.

Kalla has been elected five times between 1980 and 2003 to represent the Bikaner city constituency on the Rajasthan Legislative Assembly:

Between 1990 and 2003, Kalla was the Minister for Secondary Education. A member of the Indian National Congress Party, Kalla was Leader of the Opposition between January 2004 and January 2006.

In March 2005, Kalla was elected President of the Rajasthan Pradesh Congress Committee
