Another one, report of David Atkinson to PACE:
According to the information given to me, Armenians from Armenia had participated in the armed fighting over the Nagorno-Karabakh region besides local Armenians from within Azerbaijan. Today, Armenia has soldiers stationed in the Nagorno-Karabakh region and the surrounding districts, people in the region have passports of Armenia, and the Armenian government transfers large budgetary resources to this area. I removed the quotes, the added no substance to the article. The first one was from a reporter, which is hardly reliable, CIA source was kept. VartanM (talk) 01:47, 30 December 2007 (UTC)

I believe that everything in this article is already covered in Nagorno-Karabakh_Republic#Administrative_divisions. Feel free to enhance that section if it is lacking. There is no need for a separate article for this topic. Pocopocopocopoco (talk) 16:56, 25 December 2007 (UTC)

Improved with that? What can be here that isn't handled in one of many other articles? Why not have "Azerbaijani administrative divisions of Lower Karabakh", "Azerbaijani administrative divisions along the Caspian Sea", "Azerbaijani administrative divisions in Nachichevan"? --Golbez (talk) 17:52, 26 December 2007 (UTC)

Pocopocopocopoco and Golbez, "NKR" is not recognized, hence the administrative divisions of it are not formal either. Atabek (talk) 10:11, 26 December 2007 (UTC)
