Azahari Husin. He and Noordin Mohammed Top are suspected terrorists involved in several bombings in Bali and Jarkata. These are mug-shots of wanted men and qualify for fairuse in the articles of the subjects and the terrorism they were involved.
This photo was widely distributed by the governments of Indonesia and Malaysia.

I believe the use of this image in Wikipedia constitutes fair use under American law because:
- The subject of the image is critically discussed in the articles listed above;
- The subject is dead, making it unlikely that any free alternatives will be available;
- Due to its low-resolution, it is unlikely to infringe on the profit of the copyright owner;
- It was widely distributed by the Indonesian and Malaysian governments, which they would not have done if they desired to keep it private and unused by anyone other than the copyright holder(s). Johnleemk | Talk 15:44, 6 March 2006 (UTC)
