A treadle is not used to count in and out the axles for an Axle Counter. A mechanical treadle would be too slow to detect the individual wheels.

The Axle Counters in use in the UK use count in and out "heads" which are in essence a transmitter and a reciever of a magnetic field. There are two Tx & Rx at each count in/out point, and it is only when both heads magnetic fields are broken is a count of 1 made.
