Hm. I just noticed that the article ends by saying "His latest editorial with Clare Lockhart, with whom he is co-writing a book on state-building, appeared on January 1, 2006 in the Washington Post."(bold mine). The username of the editor who uploaded this large amount of unwikified text (making me wonder about copyvio issues), is named "Clarelockhart".
