That's right they're not a vote. If the closing admin feels that the argument made for deletion is stronger than that made for keep regardless of the amount of editors on either side, they're free to delete it. The closing admin has noted that they felt there was policy directly addressing this article and its existence which those calling for keep failed to address.--Crossmr 14:49, 16 September 2007 (UTC)

You forget the consensus that was formed in the creation of that policy which the article violates. 8 vs a majority of wikipedia users involved in the creation of that policy.--Crossmr 20:13, 16 September 2007 (UTC)
