But the rhetoric can still be inflammatory, even frighteningly paranoid. In a recent Veritas article, writer Michael Rivero explored how leaders have often exploited tragedy - even trumped it up - to accomplish political goals. 'Is terrorism inside the United States really from outside, or is it a stage-managed production, designed to cause Americans to believe they have no choice but to surrender the Republic and accept the totalitarian rule of a new emperor, or a new Fuhrer?' he wrote.

Former Kennedy administration spokesman Pierre Salinger held a press conference in March 1997, declaring that TWA 800 was accidentally taken down by a Navy missile during a secret military exercise off Long Island. Salinger died in October 2004. Michael Rivero, who maintains a 13-year old Web site www.whatreallyhappened.com, has picked up on this theory.
