- That depends on who you ask. Some editors consider lack of notability a justification and others do not. However, you've failed to explain the importance or significant of VCM. - The requirement for notability in an article is a proposed policy, which is quite contentious. In particular, there is no consensus that lack of notability is ever a basis for deletion. Wikipedia is not a paper encyclopedia with the associated resource constraints. Creating a stub on a topic for others to expand on later is standard Wiki.
