• Redirect to Suntanning. As for the picture, I wonder if the person who submitted it obtained model releases from the females shown topless? Though it is not grounds for deletion I note the presence of such high quality writing as "Some woman want to attract a mate by showing off they're breats." • Delete as unencyclopedic poorly written original research with no sources and a subject that in itself, independently appears to fail WP:N. Redirecting to suntanning would also be acceptable.
