Article appears to be primarily a self-written biography of J.M. Otto. Would have suggested moving the page; however, the page is an orphan, with no links to it elsewhere in WP. Not sure therefore that it satisfies WP:N. Additionally, material is exactly the same (barring refs) as that presented on User:JamesMichaelOtto, the page creator.
