- Keep. This is a description of an atypical neighborhood rather than a developer trying to sell lots or houses. After all, the houses were built 20 or 30 years ago, according to the article. More details would help, such as the names of the urban planners and some overall context, but all in all it sounds like a description of a innovative subdivision that would be of interest to urban planners.
