This alleged hacker phrase seems to be unused by virtually everyone except Eric Raymond, who maintains the Jargon File that most of the Wikipedia article was adapted from. Eric has been criticized before for putting this entry in the Jargon File, on the same grounds. See Talk:GandhiCon for details--I did a Google and it appears that the uses of the term are very few. - Delete, searches don't show even a bunch of "ESR's GandhiCon joke and subsequent explanation entertained the crowd at such-and-such banquet." Nobody but Raymond has used it in ways showing verifiable widespread influence. Just because he put his stuff in the Jargon File doesn't make it encyclopedically notable.
