Article reads in full: This is a person of a double ethnic minority as a member of the travelling community and of dark skin. So for a start, it looks like a dicdef. However, searching Google for both "blikey" and any one of "traveller", "travelling", "traveler", and "traveling" brings no evidence whatever that it is so used.
