Non-free / fair use media rationale for Internal conflict in Peru
Description

Source

Peruvian TV news show Cuarto Poder

Article

Internal conflict in Peru

Portion used

Screen shot

Low resolution?

yes

Purpose of use

To illustrate and identify the current leader of guerrilla group Shining Path

Replaceable?

No, Comrade Artemio is the leader of an outlawed organization

Other information If this propaganda film was actually created by the Shining Path, I'd say that it's more or less GFDL, seeing at the Shining Path murders peasants for small-scale trading in markets and calls for the immediate abolition of all private property. It also would be unable to sue in a court in the United States, as it has been designated a terrorist organization. If the image was actually created by Cuarto Poder, which I believe is the case, it's fair use as it's impossible to get a free image of this man, since he is a fugitive, and it is of low quality. While this may not be "iconic," the propaganda film itself is noteworthy, and is mentioned both in Shining Path and Comrade Artemio.
