The 4 arrondissements of the Côtes-d'Armor department are:
- Arrondissement of Dinan, (subprefecture: Dinan) with 12 cantons and 100 communes. The population of the arrondissement was 113,332 in 1990, and was 112,076 in 1999, a decrease of 1.11%.
- Arrondissement of Guingamp, (subprefecture: Guingamp) with 12 cantons and 90 communes. The population of the arrondissement was 86,626 in 1990, and was 84,588 in 1999, a decrease of 2.35%.
- Arrondissement of Lannion, (subprefecture: Lannion) with 7 cantons and 60 communes. The population of the arrondissement was 91,357 in 1990, and was 93,105 in 1999, an increase of 1.91%.
- Arrondissement of Saint-Brieuc, (prefecture of the Côtes-d'Armor department: Saint-Brieuc) with 21 cantons and 122 communes. The population of the arrondissement was 247,080 in 1990, and was 252,604 in 1999, an increase of 2.24%.
