Highway 23 is a north-south highway running from the Arkansas-Missouri State Line north of Eureka Springs to U.S. Highway 71 near the community of Ash Grove. Between Highway 16 at Brashears and Interstate Highway 40 north of Ozark, Highway 23 winds through the Ozark National Forest and is designated as the "Pig Trail Scenic Byway" due to its steep hills and hairpin turns.

South of Ozark, Highway 23 crosses the Arkansas River and slowly winds its way down past Booneville through the Ouachita National Forest.
