[edit] Competitiveness

This district covers all of Tempe and Scottsdale and portions of Chandler, Mesa and the Ahwatukee portion of Phoenix. Republicans outnumber Democrats by about 40,000 voters. There is, however, a libertarian streak in some of these voters, particularly in Scottsdale. This was a factor in Harry Mitchell's upset victory over J.D. Hayworth in 2006[citation needed]. Mitchell's popularity in Tempe and adjacent areas are factors that may keep this seat in Democratic hands until the next reapportionment.
