There are a number of questions that need to be answered: first, where did you get this image? From a website? Or did you scan it? Second, you cannot release it to the public domain unless you yourself took the picture. If BLIC magazine published the image it is likely they hold its copyright and you must get permission from them to release it to GFDL.

Alternatively, you can use the tag {{Non-free fair use in}}, and write a fair use rationale (I can help you with the rationale).

With the complications of asking BLIC for permission, using {{fairuse}} would probably be easiest. I realize that this image stuff is complicated, but it is all Wikipedia policy.
