I believe that this image falls under the requirement for fair use for the following reasons:

It is low resolution.

There are no available free subsitutes for it.
It adds relevant information to the article and specific character biography in question and helps considerably in identify the subject of the biography as the List of Punch-Out!! boxers is a compilation of biographies for the numerous boxers in the Punch-Out!! series of video games.
