Archives
Most comments here are not archived as they concern simple daily case administration and maintenance issues. Some interesting discussions are archived at Archive 1.
Conflict of interest
If a particular Clerk has a serious conflict of interest regarding the subject-matter of a case or one or more of the parties to it, that Clerk should recuse himself or herself from the case in favor of some other Clerk. In any event, no Clerk should be involved in a case as both a Clerk and participant. A Clerk who wishes to make a statement in a case or provide evidence must refrain from acting as a Clerk with respect to that case. (This does not prejudice his or her right to perform cosmetic refactoring of evidence and workshop pages, as is the right of any editor.) In unclear situations, the Arbitration Committee should be consulted.
Calculation of majority
In opening a case we have to determine the majority for the case. This number goes in a statement at the head of Proposed decision.
Check for recent updates to the active list at Arbitration Committee#Members, and check for Arbitrators recused from the case. A majority is half the number of active Arbitrators, rounded up to the nearest whole number, or plus one if the number of active Arbs is an even number. For example, if there are 8 or 9 active Arbitrators, the majority will be 5.
Updating the majority The majority should be calculated when the case is opened, and updated when the case is listed for voting. After a case is opened for voting, do not update the number of active Arbitrators if an Arbitrator becomes active, as that Arbitrator may not feel capable of casting an informed vote. However, if the Arbitrator does cast a vote, then consider him or her active on the case and update the majority if necessary. If an Arbitrator goes on the inactive list during voting, recalculate the majority unless the Arbitrator has already voted. Similar procedures are followed when new Arbitrators are appointed to the Arbitration Committee.
Arbitrators who vote "abstain" on a given proposal are deducted from the number of available Arbitrators on that proposal (i.e., the same as if they were recused on that issue). Thus, the majority with respect to such a proposal may be different from the remaining proposals in the same case.
- See below for the current listing of active and inactive Arbitrators for use in determining the majority.
Statement and evidence length
Statements at Wikipedia:Requests for arbitration should be kept to around 500 words. Evidence submissions should be kept to around 1000 words and 100 diffs. The Arbitrators have asked us to remove excessively long evidence presentations and ask the parties to reduce their size.
- {{ArbComSize}} may be used for this purpose.
- Usage: {{subst:ArbComSize}} --~~~~
- The generic {{notice}} template is also useful.
- Usage: {{notice|The Arbitration Committee has asked that evidence presentations be kept to around 1000 words and 100 diffs. Your presentation is over xxxx words. Please edit your section to focus on the most relevant evidence. For the Arbitration Committee, ~~~~}}

[edit] Pending actions
- Clerks and trainees, please coordinate your actions through this section, so that we don't have multiple clerks working on the same cases at the same time. An IRC channel, #wikipedia-en-arbcom-clerks, and a mailing list are also available, although the mailing list is low traffic and has a public archive.
[edit] To be opened
- Cases may be opened by clerks or trainees 24 hours after the fourth net vote to accept has been made.
[edit] Motions and temporary injunctions
- Motions and temporary injunctions are made by arbitrators on /Proposed decision. Temporary injunctions require 4 net support votes to pass (each "oppose" subtracts a "support"). Other motions have the same majority for passage as the case itself.
[edit] To be closed
- Cases may be closed by clerks or trainees after the fourth net vote to close, but generally wait at least 24 hours after the first motion to close. In cases where the arbitrators have disagreed and not all the findings or remedies have passed, wait at least 24 hours after the final close vote is cast to give other arbitrators a chance to raise objections.
If Coren isn't back in time, I'll close Homeopathy and have Ryan shadow me. I'd suggest whatever else comes up next someone (Daniel?) show Nish the ropes, and so on. — Rlevse • Talk • 01:20, 23 May 2008 (UTC)
- Closings-Nish and Ryan...CAMERA has a motion to close. I'd like Ryan to help me with that so he gets some live practice. Footnotes and Homeopathy are close to having motions to close. Whichever one of those comes up first, I'd like Nish to work with that case clerk (Anthony for footnotes, Coren or myself for Homeopathy--see above note). No openings are in sight for Nish and Ryan to work on, but we need to keep them in mind for that. — Rlevse • Talk •
- That would be good Rlevse. Would you like to close and I'll just watch? Ryan Postlethwaite 00:18, 28 May 2008 (UTC)
- Footnoted quotes will likely be ready for closure within the next week or so. I have my implementation notes drawn up, and will update them as developments arise. Anthøny 22:02, 27 May 2008 (UTC)
- This has a motion to close now. Suggest Nish help with this or if he is not available, Ryan. — Rlevse • Talk • 00:53, 29 May 2008 (UTC)
- I had originally agreed with Ryan, to have him shadow me (apologies, should have logged that on here for co-ordination purposes), but Nish approached me on my talk page, so I'm fine with either Nish, Ryan, or both shadowing me. The more, the merrier. :) The case won't be closing for at least 24 hours from now (currently one support to close, one oppose), but I'll post the time and date when I plan to close on this noticeboard, when it becomes available; if Ryan and/or Nish, whoever wishes to watch, can be around then, then that would be great. Cheers, Anthøny 15:07, 30 May 2008 (UTC)
- Slow day at the office... Footnote quotes still has no progress; and Giovanni is... well, it's ever-shuddering to a halt, really. Anthøny 20:56, 9 June 2008 (UTC)

- And ID has been at RFAR for almost two weeks (they told us to hold), Homeopathy has been in voting for over a month, IOW, the arb activity and voting has been extremely lethargic. — Rlevse • Talk • 21:15, 9 June 2008 (UTC)
[edit] Reassignment/breaks
- Generally, the clerk or trainee who opens a case should follow the progress of the case and be available to answer questions from the parties. If for any reason you need someone to take over one or more of your current cases (too busy, wikibreak, etc.), post a request here.
- John Vandenberg - As of the May 18, I will be reducing my level of involvement for a few months. I should be able to keep an eye on the Tango case and see it through to conclusion, but will not be taking new cases for a while. John Vandenberg (chat) 08:23, 12 May 2008 (UTC)
- Noted. Thanks for notifying everybody. Anthøny 20:09, 12 May 2008 (UTC)
[edit] Other work
- Discussion for all other and miscellaneous issues, that are not covered by the above sections, but are related to a particular case. Please note that general discussion related to the arbitration process and clerking should go to #General discussion, rather than here.
- I edited {{Request}} to make more sense when viewing the Active Clarifications and other requests box from another page. Please assist in making sure whether I broke it or not. Thanks. - Penwhale | Blast him / Follow his steps 00:16, 28 May 2008 (UTC)

- That seems fine, for me at least. ;) Anthøny 15:02, 30 May 2008 (UTC)

[edit] Arbitrator announcements
- Arbitrators, please note if you wish to declare yourself active or away/inactive, either generally or for specific cases. The clerks will update the relevant cases as needed. If you are returning, please indicate whether you wish to be: 1) Put back to active on all cases; 2) Left on inactive on all open cases, and only put to active on new cases; or 3) Left to set yourself to active on cases you wish (remember to update the majority on its /Proposed decision).
- I will be away until July 1. I have marked myself as inactive on "C68-FM-SV" and "Giovanni33", and updated the case pages appropriately. Paul August ☎ 18:21, 3 June 2008 (UTC)
- Please move me to inactive on all cases, and put me on the inactive arbitrators list, due to extended illness that I'm dealing with. --Deskana (talk) 12:42, 11 June 2008 (UTC)
