I, szyslak, feel this image qualifies as fair use because:

• It uses a very small portion of the copyrighted work, the film Conquest of the Planet of the Apes. It does not reveal the film's ending or otherwise abridge the copyright holder's rights.
• It illustrates an important aspect of its subject, University of California, Irvine: to wit, that its campus buildings have been used as the setting for Conquest of the Planet of the Apes, a major motion picture.
• As a film screenshot, it is inherently not replaceable by a free content image.
