I have a few suggestions (and questions)

• The list of countries could be converted to a table
• I believe the date would be easier to read if it were written in whole ('January 1, 1900' or '1 January 1900')
• Some countries have two dates listed, what does each one mean?
• The Russian Federation is written as an original signatory. However, in 1961, the Russian Federation did not exist properly speaking. It was part of USSR. I assume then that USSR was the original signatory. Who now appears on the list? Only Russia or other countries of the Soviet Union too?
