Stealing is illegal in in Ankh-Morpork. But the thieves guild members are not stealing, they are collecting tax. Thieves working in Ankh-Morpork must register in the guild. Each member has a quota to collect every month. It is expected, that a thief slips a paper to the victim, stating the exact amount of stolen money or items and the guild nickname of the thief. This slip of paper should be given to the clerk in the Guild and counts as tax receipt. Thieves who collect less than their quota can keep a large share, while those who collect more than their quota keep a smaler share. Kraehe 22:26, 29 August 2006 (UTC)
