AniTuner

AniTuner is a program for Microsoft Windows used for creating animated cursors (.ani) and exporting them to other formats; Animated GIF (.gif), Macromedia Flash (.swf), Video for Windows (.avi), Single Bitmap (.bmp) and AniTuner Disassembly (.atd).
AniTuner uses frames to create the animations, opening the users default image editor. Users may delete frames, create, paste and duplicate frames in an animation, and a frame may be made to last more or less. You can import frames of and export frames to these extensions: .bmp, .png, .gif, .jpg, .tif, .ico and .cur.

In the Cursor Properties, a user may change the animation size, name, author name, color format and hotspot. In the Welcome page, a user can create a new animation, open an animation and search for animations.
